Here's the link to a 1912 NY State Engineering report on the progress of the ongoing Erie Canal expansion in the NYS Barge Canal that was done from 1908 - 1925. In it a chief Engineer & Surveyor for NY State calls out the need to add another 28 DAMS to the Erie Canalway system... there is no word of levees being built.
