The entire L-263 can be summarized by one page, because even 16 pages of reading seems like too much for some

On the Dam Owner's Side of the Earthen Embankment Dam Safety Issue:  FEMA Publication L-534 covers that same topic with a Technical Publication on how to manage those same plants in 115 pages

Both of these publications say the same thing, No Trees on Earthen Dams...ever!

So why doesn't the public want to believe them?
